+ Contracts Manager

APT Research, Inc. seeks a Contracts Manager with comprehensive working knowledge of Federal Contracting Processes.  The ideal candidate will have 10-15 years of experience with DoD contracting in either the governmental or private industry, and a minimum of three years of direct acquisition experience with an emphasis in contract negotiation, placement & management.

  • Successful candidates must have a demonstrated knowledge of federal acquisition regulations (FAR) and defense federal acquisition regulation (DFAR) supplements.
  • A solid understanding of DoD and General Services Administration (GSA) contracting methods; experience working on proposals associated with U.S. Government requirements.
  • Hands-on experience or familiarity in pricing time and materials, cost reimbursement, firm fixed price type, and IDIQ contracts.
  • A familiarity with the U.S. Governments proposal review processes, allowable costs and auditing procedures & with the process of analyzing complex requests for proposals (RFP) and have provided support for negotiations.
  • Knowledge of NDA’s and Teaming Agreements.
  • The ability to examine detailed costs determining whether labor hours and materials are reasonable.
  • Maintain orderly files/documentation.
  • Proficiency in Microsoft Office Products and Deltek GCS Premier and/or Costpoint.
  • Excellent communication skills (oral and written).
  • Ability to establish and maintain customer service relationships.
  • Ability to work independently and proactively to ensure actions are completed on time or ahead of schedule.
  • Successful candidates will have an understanding of earned value management and the impact that costs and schedules have on a program.

Responsibilities:

  • Communicate effectively with program leadership, program managers, government personnel, prime contractors and subcontractors on a variety of contract and subcontract issues.
  • Administer complex contractual/proposal activities predominantly for Department of Defense (DoD) contracts.
  • Act as company POC for interface with Government procurement offices.
  • Identify and resolve contract/proposal issues, bid strategy, risk areas & implications of emerging contractual issues.
  • Draft clear/concise agreements, such as teaming agreements, consulting agreements, non-disclosure agreements, proposals, purchase orders, contracts and subcontracts for Business Manager Approval.
  • Prepare contractual correspondence.
  • Signature authority for company contracts and related correspondence.
  • Review, approve, execute and distribute incoming contracts and modifications.
  • Effectively review contracts, subcontracts, modifications, bids and invoices for content and accuracy.
  • Review, approve, execute and distribute incoming contracts and modifications .
  • Resolve issues related to contract award, compliance and close-out .
  • Track status of pre and post award procurement actions .
  • Update contract policies, procedures and contract forms.
  • Support contract/subcontract inspections and audits.
  • Maintain orderly/complete contractual documentation to include data reporting.
  • Other duties as needed to support the program and/or business.

Education/Qualifications:

  • Bachelor's degree in contracts, business or related field. Master's degree preferred.
  • Five (5)+ years experience as a Contract Specialist/Administrator with experience in all phases of DoD contracts.
  • Must have or be able to obtain a security clearance.

+ Subcontracts Administrator

Required Skills and Qualifications:

  • BS in Business, Finance, Business Administration or related field
  • Working knowledge of Deltek GCS preferred
  • Minimum five years experience in contract administration or procurement management
  • Experience working with Federal Acquisition Regulations (FAR) and Service Contract Act(SCA)
  • Requires broad-based experience in procurement and related functions with particular emphasis on negotiations and contract administration  
  • Working knowledge of Microsoft Office products
  • Must be able to obtain and maintain a security clearance
  • Must have excellent verbal and written communication skills
  • Willingness to contribute in other areas of Contracts Administration  

The primary responsibilities of this position include:

  • Executing subcontract activities to include negotiations of terms and conditions
  • Developing subcontract specifications and work statements
  • Soliciting proposals/quotations from vendors to support business needs
  • Creating complex task orders and other solicitations
  • Participate in teaming agreement activities with outside sources
  • Responsible for the monitoring of the subcontractors performance, including the management of the deliverables and payment of invoice
  • Maintaining contractual documents, files, correspondence and other appropriate and applicable documents

+ Billing Specialist/Accountant

Primary Position Requirements:

  • BS/BA in Accounting/Finance or related field
  • Working knowledge of Deltek GCS Premier Billing Module is highly desired
  • Minimum six years prior accounting experience with at least three years of government contractor contract billing experience
  • Experience with T&M, CPFF, and FFP Contract Billing
  • Working knowledge of Microsoft Office Products
  • Must be able to obtain and maintain a security clearance
  • Must have excellent verbal and written communication skills
  • Willingness to contribute in other areas of accounting

The primary responsibilities of this position include:

  • Process monthly contract billing
  • Set up customers and contracts in the Deltek GCS Billing Module
  • Maintain and update contract billing requirements in the Deltek GCS
  • Support Director of Accounting and Program Managers with reporting requirements.
  • Work with customers to collect outstanding invoice amounts
  • Perform other accounting duties as needed

+ Contract (Program) Manager

Requirements: Ten (10) years electrical and/or mechanical experience in weapon systems test and evaluation support with five (5) of those years managing test support contracts, supervising test personnel and interfacing with test engineers.

Provides technical oversight in planning, directing and evaluating the overall project, project development efforts, and technology research/development.  Employs a thorough understanding of the complete cycle of Army weapons test & evaluation systems.  Utilizes engineering/analytical expertise in leading a team in contract management.  Ensures effective project implementation.  Utilizes an in-depth knowledge and understanding of contract management.  Develop solutions and/or recommendations for resolution of technical problems and challenging issues. Manages cost, schedules and performance of systems/equipment.  Provides direction for operations and ensures compliance with management policies, plans and procedures. Excellent written and verbal communication skills are required.

+ Flight Test Support Area Supervisor (Site Manager)

Requirements: Six (6) years technical experience in weapon systems test and evaluation support with three (3) of those years supervising test personnel, and interfacing with test engineers. The Flight Test Support Area Supervisor responsibilities and authority shall be such that rapid response to changing/emerging requirements within the Flight Test Support Area is facilitated.

The candidate will be responsible for deriving/defining requirements, establishing verification and validation plans and preparing technical reports and recommendations.  The candidate will also be responsible for preparing detailed analyses, specifications, cost estimates and technical reports. The candidate must have the ability to communicate across disciplines, customers, and prime contractor interfaces. Excellent written and verbal communication skills are required.

+ Telemetry and Data Management Support Area Supervisor (Site Manager)

Requirements: Six (6) years electrical or mechanical experience in weapon systems test and evaluation support with three (3) of those years supervising test personnel involved in telemetry or instrumentation and interfacing with telemetry or electronics engineers. Telemetry and Data Management Support Area Supervisor responsibilities and authority shall be such that rapid response to changing/emerging requirements within the Telemetry and Data Management Support Area is facilitated.

The candidate will be responsible for deriving/defining requirements, establishing verification, and validation plans and preparing technical reports and recommendations.  The candidate will also be responsible for preparing detailed analyses, specifications, cost estimates and technical reports. The candidate must have the ability to communicate across disciplines, customers, and prime contractor interfaces. Excellent written and verbal communication skills are required.

+ Field Sensors Support Area Supervisor (Site Manager)

Requirements: Six (6) years technical experience in weapon systems test and evaluation support with three (3) of those years supervising test personnel and interfacing with test engineers. Field Sensors Support Area Supervisor responsibilities and authority shall be such that rapid response to changing/emerging requirements within the Field Sensors Support Area is facilitated.

The candidate will be responsible for deriving/defining requirements, establishing verification and validation plans and preparing technical reports and recommendations.  The candidate will also be responsible for preparing detailed analyses, specifications, cost estimates and technical reports. The candidate must have the ability to communicate across disciplines, customers, and prime contractor interfaces. Excellent written and verbal communication skills are required.

+ Range Operations Manager

Requirements: Five (5) years technical experience in test range operations involving either ordnance, tracked tactical vehicles, or class IV lasers with at least two (2) of those years serving in leadership of test range personnel.

The candidate will be responsible for deriving/defining requirements, establishing verification and validation plans and preparing technical reports and recommendations.  The candidate will also be responsible for preparing detailed analyses, specifications, cost estimates and technical reports. The candidate must have the ability to communicate across disciplines, customers, and prime contractor interfaces. Excellent written and verbal communication skills are required.

+ Sr. Level Program Manager

Sr. Level Program Manager (PM) with experience in managing multiple Teammates and Subcontractors. Experience and education required in Engineering, Science and/or Management disciplines. Military or Government Program/Project management background desired. Missile and/or Aviation experience at AMCOM, NASA, MDA or SMDC a plus.


APT seeks engineers, scientists, analysts, and software developers for openings in our Huntsville, Alabama office. Current expertise in the following areas is sought:

System Safety Engineering - Requires a Bachelor of Science degree and experience in System Safety as applied to the military system.

Risk Analysis - Requires a Bachelor of Science degree and experience in conducting quantitative risk analysis for large aerospace programs.

Software Development - Requires excellent analytical skills with knowledge of software engineering and programming in C++, Visual Basic, Web-based application development, and Database skills.

Software Safety Engineering - Applicant should be familiar with System Safety, Software Development, and Software Testing.

Range Safety - Background in Flight Safety Analysis, Risk Analysis, or Range Safety Systems. Education in Probability, Statistics, Mathematics, or Aeronautical Engineering is preferable.
